BUTTER NUT COOKIES (Zauner Krapfen) Austria

1 cup sifted enriched flour 1/3 cup sugar 2/3 cup ground hazelnuts or walnuts 1/3 cup confectioners sugar 2 tablespoons butter 1 square (1oz) unsweetened chocolate melted and cooled
Sift flour and sugar into large bowl. add nuts. Blend in all but 2 tablespoons butter to form a dough. Chill for 1-2 hours. Roll out on floured pastry board to 1/8 inch thickness. Cut into rounds with floured 2 1/4 inch cutter. Place on ungreased baking sheet. Bake at 375 deg F. for 7- 10 minutes until light golden brown. Remove and set aside. Cream confectioners sugar and remaining 2 tablespoons butter. Blend in chocolate. Spread one cookie with chocolate butter filling and cover with another to make a sandwich. Yield 18 cookies.

My son and I started making these cookies for a class project (he needed to make something from Austia). These cookies sounded easy enough for an eleven year old. We sifted the flour, added the sugar, then added the nuts. Then it said to blend in all but the two tablespoons of the butter. The recipe only listed two tablespoons of butter and that was for the filling! How do the cookies stay together?
