Barley Salad Vinaigrette

2 C cooked barley
1/2 C cucumber, seeded and diced
1/4 C red bell pepper
1/4 C scallions, thinly sliced
2 Tbsps radishes, chopped
1 Tbsp parsley
1 Tbsp dill
2 Tbsps red wine vinegar
1 1/2 Tbsps olive oil
1 Tbsp water
1/2 Tsp Dijon-style mustard
salt and pepper, to taste
shredded lettuce
Combine everything.
