Seafood Chowder

4 medium onions, chopped
1 large green bell pepper, chopped
1/4 cup vegetable oil
2 tablespoons all-purpose flour
3 14-1/2-ounce cans stewed tomatoes, undrained
1/2 tablespoon celery salt
1 teaspoon garlic powder
1 teaspoon sugar
1 teaspoon hot sauce
1/2 teaspoon ground black pepper
2 pounds fresh medium shrimp, peeled and deveined
1/2 pound crabmeat
1/2 pint oysters, drained
1 large fish fillet, cut into bite-size pieces

Saute onion and green pepper in oil in a large saucepan until
tender; add flour, stirring until smooth. Cook 1 minute, stirring
constantly. Stir in tomatoes and seasonings; bring to a boil. Cover,
reduce heat, and simmer 15 minutes. Add remaining ingredients;
cover and allow to simmer an additional 15 minutes.
